it's nice to see you. i'm veronica de la cruz. this week, president obama puts immigration reform front and center on his agenda. on tuesday he will outline his overhaul in a major speech in las vegas, and even a bipartisan group of senators is on board to reform the system that impacts 11 million undocumented people in america. tracie potts has details for us. good morning. >> reporter: veronica, good morning. keep in mind we will see some action today, but this is far from final. we will see a four-page document that both democrats and republicans think will work. this afternoon a small group of democrats and republicans will announce they've come up with a recipe for immigration reform. >> to have an immigration law we can live with. >> border patrol, employer verificati verification, guest worker program, and a path to citizenship for illegal immigrants. >> americans support it in pole

after pole. la ten knows want be it. fourth republicans need it. >> reporter: both sides need it. for president obama, that's a first term promise. >> i do think there's room for us to come together and finally get things done. >> reporter: for republicans it could be the key to winning in 2016. last year 70% of hispanics voted for president obama. >> we are losing dramatically the hispanic vote which we think should be ours for a variety of reasons. >> reporter: the president will talk about in las vegas. some republicans remain skeptical. >> if you're looking to play politics or does he want to solve the problem? we don't know the answer to that yet. >> reporter: the president speaks tuesday. lawmakers lay out their plans today. keep in mind this is just an outline, just really a beginning, veronica. lawmakers would need to work out the details. here on capitol hill is the tricky part. >> that is right.

tracie potts in washington. tracie, thank you. president obama and ril ri clinton were interviewed. >> we had such agreement on what needed to be done for our country. >> made for tough debates, by the way. >> it did. >> we could never figure out what we differed on. hillary mentioned part of our bond is we've been through a lot of the same stuff and part of being through the same stuff is getting whacked around in political campaigns. being criticized in the press. we've both built some pretty thick skin. by the time hillary joined the administration i felt very confident and comfortable in our working relationship. i think what did evolve was a friendship as opposed to just professional relationship. egyptians in three suez canal provinces are under a

state of emergency this morning and will be subject to a curfew tonight. egypt's president muhammad delivered the angry edict. he hopes to prevent them from spinning out of control. nbc's ayman mohyeldin is with us. >> reporter: a state of emergency has been declared following president muhammad morsi's announcement. it has been a step that many people here would not have imagined two years after the fact. now it comes on the heels of four days of very intense fighting between police and protesters. in fact, egyptian military has been also deployed in the cities of suez. the protesters, those who have been participating, have been angry about the slow transition

of democracy. they're asking president muhammad morsi to cancel policies. he's holding talks with the members of the opposition. the members of the opposition say they will not participate unless president morsi is serious about resolving this conflict. hundreds of families in brazil are mourning lost loved ones after a nightclub went up in flames killing a staggering 232 people. officials believe it was caused by a pyrotechnic display. the club's single exit was partially blocked by victim's bodies. it carries haunting similarities to a nightclub fire in 2003 that killed 100 people. now to a dramatic rescue. a helicopter had to be called in when a pickup truck carrying two

women and a 14 month old toddler was washed up the road. the child was too small for a regular rescue plane. he was placed in a dive bag that was hoisted up. now here is your first look at this morning's dish of scrambled politics. 2014 just got a little more interesting now that long-time iowa democratic senator tom hark kin has decided not to run for a sixth term. the candidates are already lining up for a shot at that seat. republican presidential candidate mitt romney said he is not going away. he will not run for office again but he adds that he will help gop candidates in future races. sarah palin says losing her job on fox news doesn't mean that she's going to go either. she's not going to retreat from her political position. she says, quote, we haven't begun the fight. paul ryan, the 2012 vice

national weather. we turn to nbc meteorologist bill karins. >> it doesn't have to make sense to be funny. >> i enjoy putting on makeup at the end? >> why not. don't we all? good morning, everyone. we've got issues out there with snow and ice and freezing rain. later on this week severe thunderstorms. this radar map looks like a christmas tree lit up this morning. the white shows you where we're dealing with the snow. the pink shows you where there's freezing rain and the green is where it's plain old rain. you notice that the white is a burst of snow initially and then it goes over to freezing rain. it's already snowing in baltimore. baltimore is reporting snow, probably going over to freezing rain shortly. the temperatures are important. you notice we're at 32 in baltimore. d.c. we're at 34. in d.c. and the belt way the roads are fine. once you get out of the city there could be trouble on the roads. then you'll go over to freezing rain. altoona over to freezing rain. pittsburgh, you're now at 32

degrees and you'll warm up from here. be careful on the sidewalks. anywhere outside of the city it's going to be a crunchy drive this morning. overnight we got that throughout the great lakes. now it's starting to warm up and melt. there's probably a little bit of snow and ice from detroit and northward. all of this through central michigan. we've improved it dramatically throughout the ohio valley. notice the temperature in chicago up to 44. no more problems there with any of the ice. plenty cold enough in southern new england. it's going to begin in your area, say new york city, between 9:00 and 10:00 a.m. up into southern new england before the noon hour before we get it heading up into central new england. winter weather advisories kerkt cut, new york state, vermont a little piece of maine and they go all the way down outsite of d.c. we've had freezing rain problems in virginia, charlottesville. today the problem, the snow and ice. possible airport delays.

welcome back. here are stories making news this morning. the senate is expected to approve more than $50 billion in aid for victims of hurricane sandy which hit the northeast over three months ago. the pentagon is about to expand its cyber-security force five-fold to meet increasing threats against the nation's computer networks. the expansion would add 4,000 people to a unit that only has 900 employees now. two oil barges hit a railroad bridge on the mississippi river near vicksburg and began leading crude oil. the coast guard says a leaking

tank filled with 80,000 gallons of crude has been contained. back in 1999, the colorado grand jury looking into the death of jonbenet ramsey voted to indict her parents on charges of child abuse resulting in death. but the court said there was not enough evidence in the case. president obama is a football fan that thinks the game will have to change because of the danger from the violent hits involved. the president told the new republic it will be better for the players. especially those still in college. casey anthony has filed for bankruptcy on debts of almost $800,000. she faces three civil lawsuits, but most of the money is owed to her defense attorney who won her acquittal in 2011 on charges of murdering her 2-year-old daughter caylee. well, markets kick off on a high note this week. the dow is up 6% for january. opens the week at 13,895. the s&p was up 8, the nasdaq gained 19.

overseas, the nikkei dropped 102 but the hang seng, that rose 91. one week until the big game but on wall street it is the super bowl of data. this morning industrial heavy weight caterpillar tips things off in earnings before the bell. exxon mobil is also on deck. investors will be looking for clues for how long apple will hold on by largest company by market cap. and more on yahoo!'s turnaround after market close today. a slew of economic data out this week will help determine whether the s&p stays above the 1,500 milestone for the first time since 2007. later this week, we'll see how many americans landed new jobs last month and whether the unemployment rate dips below the current 7.8%. you may be hearing buzz about new credit card fees at the cash register thanks to a class action settlement between credit card companies and merchants. don't pack panic, experts don't think many retailers plan to impose that charge.
